Education and province offices sign management contracts

Ministry of Education and seven province offices have signed the management contracts to transfer some functions of the ministry to the province offices.
As part of the government’s decentralization policy, the cabinet decided, on 12 January 2010, to transfer some functions of line ministries to province offices, under a management contract between ministries and seven province offices.
At a ceremony held at the President’s Office this afternoon, Minister of Education Dr Musthafa Luthfy signed the contract on behalf of the Ministry, while State Ministers appointed to provinces signed on behalf of their respective provinces. Deputy Undersecretary of the President’s Office Mr. Hussain Adam who is in charge of North Province signed on behalf of the North Province.
Speaking at today’s ceremony, President Mohamed Nasheed said the aim of the government was to transfer the functions of all line ministries to province offices to enable the delivery of services directly to the people, under a management contract.
In his remarks, the President said a Decentralization Act was needed to establish a solid legal framework to run the administrative regions. He said what the government was doing today was creating a sound administrative structure to deliver services closer to the people.

Government opens applications for higher education soft loans

Government has opened applications for soft loan scheme for higher education. The total of the fund is 50 million ruffiya.
In a press conference held prior to President’s departure to Abu Dhabi, President Nasheed said that the government decided to provide such loans because even now many students are unable to get their allowances from their sponsors.
According to the Human Resource Ministry, 2083 students would get the opportunity to apply for loan, including those studying abroad and in the Maldives.
Conditions for the loan is that the course should be MBA approved, that the field is included in the skills shortage list by the ministry, that it should be a full time course and that the course or the scholarship does not offer living allowance or stipend from the government.
The loan would be provided on a monthly basis for one academic year and maximum monthly payment would not be higher than MRF 2000. By this loan, government hopes to ease the dire financial situations in which those students are in, according the government sources.
Students who had already received a loan would also be eligible for the loan, although those students who are studying on government grants would not be eligible for the loan.
Application form and relevant information is available at the Ministry of Human Resources, Youth and Sports and applications would be received by the Ministry from 2 to 10 February until 3 pm. Loans would be paid on a first-come first-served basis according to the Ministry.

Going abroad to study without registering is a concern

Press Secretary of the President’s Office Mohamed Zuhair has said that the fact that students go to study abroad without registering according to regulations was a cause for concern.
Mohamed Zuhair said this answering a question put forward by Miadhu Daily. He said that from the many Maldivian students studying in Pakistan, parents of about 200 of these students were inquiring about their children’s whereabouts. Zuhair said these 200 or so students went to study in Pakistan without registering and this makes it difficult to search them down.
“Some of the names given by the parent’s, the name of the institution in which the students say they are going to study, are not even registered in Pakistan.” said Zuhair.
He said that government was planning of establishing a hotline in Foreign Ministry to assist Maldivian students in Pakistan. Zuhair said hopefully this hotline will begin its services tomorrow.
He also said that Maldivian parents are desperate to send their children to abroad to attain higher studies and in this hope they send their children even to Pakistan. Zuhair said that parent’s don’t think about checking just which institution their children are going for higher studies and “some” self proclaimed religious scholars in Maldives take advantage of this situation.
Zuhair further said that government was working to get hold of as many religious scholarships as possible from a government recognized institutions.
Miadhu spoke to one student in Pakistan and this student said that the situation is Pakistan was very dangerous. The student further said, “We are not sure if we will wake up when we sleep. We don’t know where the next terror target is going to be. We are stuck in a state of fear.”

Fee for new Ghiyaazudheen entrants not yet determined

Ministry of Education has said that no decision has been made yet about the amount of fee to be taken from new entrants to Ghiyaazudheen School.
Speaking at a press conference held yesterday, Deputy Minister of Education Dr Abdullah Nazir said that even though the new management of the school has been handed over to Shri Educare, no fee will be taken from students who are studying now till they finish 7th grade. Dr Nazir said that fee will be taken from new entrants to the school and also from students of grade 8. He said that a fee of USD 200 has been only proposed by the Shri Educare and that this decision was not final yet. He said that Education Ministry is already in talks with them to reduce this proposed fee.
He also denied the rumor that the school is being sold and clarified that under a management contract both the government and the private party will run the school.
Dr Nizar also appealed to the public to stop protesting outside the Education ministers residence as there were students living in that premise who were preparing for O’level exams. Parents of Ghiyaazudheen School had protested outside the residence of Education Minster Dr Musthafa Luthfee for the past four days following the announcement that an annual fee would be taken from new entrants to Ghiyaazudheen School.
